China | China Cuts Interest Rates

China stepped up monetary easing with its sixth interest-rate cut in a year to combat deflationary pressures and a slowing economy, moving ahead of anticipated fresh stimulus by central banks from Europe to Japan and possible tightening in the U.S.

USA | Obama vetoes bill for 2016 defense spending

WASHINGTON – President Obama vetoed the 2016 defense spending bill Thursday afternoon, fulfilling his promise to block Congress’ plan to increase the budget for a war account that has evolved into a broader source of funding while leaving spending caps in place on other government programs.

Lavrov and Kerry holding talks in Vienna

Russian Foreign Minister Sergei Lavrov and U.S. Secretary of State John Kerry held their bilateral meeting in Vienna on Oct. 23.

Their talks were held behind closed doors at Vienna’s Imperial Hotel and lasted for 1.5 hours.

The two countries’ delegations joined the ministers around 40 minutes after the negotiations began.
